New rules of measurement

RICS new rules of measurement (NRM) is a suite of documents written to provide a standard set of measurement rules that are understandable by anyone involved in a construction project.

RICS new rules of measurement (NRM) is a suite of documents written to provide a standard set of measurement rules that are understandable by anyone involved in a construction project. It covers the whole life cycle of the cost management process for the construction, maintenance, repair and renewal of built assets.

The NRM suite comprises three volumes:

  • NRM 1: Order of cost estimating and elemental cost planning for capital building works
  • NRM 2: Detailed measurement for building works
  • NRM 3: Order of cost estimating and elemental cost planning for building maintenance works.

All three documents have been revised to reflect changes in legislation and other industry developments, and to explain the interface between and the hierarchy relationship within NRM, the RICS Professional Statement on Cost Prediction and ICMS. We are also seeking wider comment on the current use and functionality of NRM 2 to understand the reasons for its limited uptake in recent years.
